Restraining order against man i want?? should I?

I keep asking this ques but i am confused.I dated the guy 3-4 weeks, he admitted he was falling for me (had been hurt in past), we were dating every night then he bailed. I changed my number out of anger. Now he crops up everywhere i go!!if i am at the shop he pulls in, drives past my house beeping his horn on valentine day. He comes out of nowhere,i never know how he has seen me. eckon it is him he calls my landline 3am then hangs up.When he sees me with guys i date he reacts,mocking laughter!!I I told him i wanted a relationship and he ran.I don't like games.I know he is harmless and that he likes me.I can see 'longing in his eyes!', but i am worried about seeing him sometimes twice daily.could this always bumping into him be harmless co-incidence? what you people reckon?
