Does Obama need to explain when we'll know that we've achieved victory in Afghanistan?

I can't tell who the enemy is over there. If conclaves within Afghanistan pose a threat to the US, then why don't we just stick an armada of drones in the sky and pop the bad guys wherever and whenever we find them? I don't think this is the type of war where you're ever going to know that you're victorious - we really just need to keep the neanderthals contained. If the goal is containment, why not do it with technology?
